The 131st Encampment of the Sons of Union Veterans of the Civil War has been completed. Representing the Department of Tennessee were Past Department Commanders Charles Engle, Jr., Douglas Fidler and Geoffrey Hintze.

Perley E. Mellor of the Department of Massachusetts was elected Commander-in-Chief, Ken L. Freshley of the Department of Ohio was elected Senior Vice Commander-in- Chief and Tad D Campbell of the Department of California & Pacific was elected Junior Vice Commander-in-Chief. These elections were uncontested. In a contested election, Steve Hammond of the Department of Chesapeake and Don Shaw of the Department of Michigan were elected to the Council of Administration.

Two Tennessee Brothers were given Awards – Charles Engle, Jr. and Douglas Fidler. Brother Engle was awarded for his contributions to the Charitable Foundation in which he exceeded the Sentinel level. Brother Fidler received two awards. For the fourth year in a row, he received the Aide de Camp award for recruiting new members. Brother Fidler also received a Meritorious Service Award from Commander-in-Chief Palmer.

The next Encampment will be hosted by the Department of Wisconsin and will be in Milwaukee, Wis. The 2014 Encampment will tentatively be in Atlanta. This is pending on signing the hotel contract.

Learning by experience is valued by the Maryville College community, and January Term, or “J-Term” as it is more commonly known, helps guarantee that students are given opportunities for up-close, hands-on experience and reflection.

Classes during this three-week academic session occur between the fall and spring semesters and typically begin on the Monday following New Year’s Day. Since the length of the term is compressed, classes are longer and more frequent (generally between 9 a.m. and noon each day) for more intense and concentrated study.

A variety of courses are open to them. Civil War and Reconstruction is one of them.

The Civil War and Reconstruction in Tennessee with Dr. Aaron Astor

The course introduces students to the complex experience of Tennessee during the Civil War and Reconstruction era. Tennessee was a divided state in a divided union. Important battles took place in major places, but most of the contest occurred on less iconic ground – often in family homes divided by war and ideology. The three week course includes one week of extensive travel to museums and historic sites throughout the state in an exploration of the social and political context of Tennessee in the 1860′s.

The following newly revised forms have been posted to the National website (www.suvcw.org) and are to be used beginning now. These forms were revised and recommended by the National Program and Policy committee and were approved by the National Council of Administration for use within the Order.

Below is a listing of the new forms, along with a brief summary of the changes to them. Please pass this information to your camps.

Camp Annual Report (Form 27a).

1. Among other things, this change incorporates the new National Per Capita ($23.00).
2. It also includes information fields for reporting the total number of new members during the year and the total number of new members under age 40.
3. There are also now spaces where the camp Secretary’s name, the camp Treasurer’s name, and the Camp Commander’s name are to be printed below where each signs the form.
4. The form clarifies that the reporting of Honorary Members is only for Honorary Membership awarded by the National organization.
5. A requirement has been clarified that for brothers exempt from paying per capita by reason of serving in a war zone must include the name, rank, branch of service, and location where serving. They will also be listed on page 4 of the form.
6. Both Life Members and Real Sons are to be listed in the section so labeled.
7. The Pro-Rated Per Capita table has been updated in the instructions to reflect the new per capita and reinstatement costs.

Camp Status Report (Form 30).

1. The main change to page 1 of this form is the adding of the reinstatement fee to the line for reinstatements. All reinstated brothers must now pay $10.00 reinstatement fee in addition to the full current year per capita.
2. A second page containing instructions for filling out the form has been added. This page should not be forwarded with the first page, as it is for your information in completing the form. These instructions tell what should be included with the form when the camp forwards it to the Department, and when the Department forwards it to National HQ.

Certification of Election and Installation of Department Officers (Form 49).

1. The form has been revised so that the information for “standard” elected and appointed officers is contained on a single line for each officer. On the second page is room for reporting additional appointed Department officers, if a Department wishes to.
2. The form now includes a line under each of the signatures where the printed name of the person who signed is to be listed.

Again, Departments and Camps are reminded that only the current versions of forms are to be used. Likewise, all forms other than membership applications are to be completed by using the “fill-in” versions and printing them, or by printing the blank form and typing the information onto it.

annual national per capita tax
Article VI,

Section 1. The National Encampment shall assess a per capita tax on each Brother reported in
good standing at the end of each calendar year. Such tax shall be payable in one annual payment
and forwarded by the Department Treasurer to the Executive Director, on or before May 31st.

The National Encampment in Overland Park Kansas passed a resolution increasing the per capita
tax by $5.00 ($18.00 to $23.00). The raise in per capita was effective at the conclusion of the
National Encampment. It was the first raise in per capita in eight years.

A reinstatement fee of $10 was also established and that no reinstatement of a Brother will be
processed without the $10 fee.

The per capita tax increase was necessary due to expenses exceeding our income.

We have allowed applications at the Camp and the Department level to be processed at the old
per capita if they were in the system at the time of the increase.

Effective 1 January, 2011 all applications received at the National headquarters for membership
and all annual report renewals must be at the new per capita. The Executive Director has been
instructed to return applications and annual reports to the Department Treasurer if they are
received after 1 January, 2011 with the old per capita.

Sons of Union Veterans of the Civil War and its 6600 members salute the Boy Scouts of
America on their 100th anniversary. “Celebrating the Adventure and Continuing the
Journey” is a compatible theme for both our organizations.

Lady Baden Powell challenged the Scouts to “Go deeper, go deeper into the well of the
spirit of scouting and bring the living spirit of scouting more and more into your lives;
into your community; into the life of your great and lovely land; and spread it wider and
deeper into the hearts of men.” Scouting met that challenge and is an integral part of the
American experience.

For many of us Green Bar Bill, Boy’s Life, camping, patriotism, the Boy Scout Law and
Boy Scout Oath are the foundation of our adulthood.

We are proud to participate in the Boy Scout SUVCW Eagle Scout certificate program
and enjoy the comradeship of our two organizations.

Our mission is to Honor the Union soldier and sailor that preserved the Union and on this
occasion let us Honor the Cub Scout Den leader, the Venture crew leaders, the Boy Scout
Troop leader, the volunteer and professional staff of Boy Scouts of America and most
importunely your organizations mission and goals.

We tip our Kepi’s to the Boy Scouts of America.
